what makes a city charming? Apart from the architecture and the planned infrastructure that meets people's needs, it is the city's software that captures people's attention. What is a city's so called "software"? It includes the concern for humanity and the historical depth contributed by its outstanding citizens.Humanistic values do not come from thin air. It is developed through years of foundation and devotion. From a historical point of view, Taoyuan is already equipped with a fine cultural base. If we can increase opportunity and convenience for educating our citizens, we believe that the goal to upgrade the cultural atmosphere in Taoyuan will be achieved faster and easier than other cities.

With this in mind, throughout my 16 years of public service, I [Jia-Ming] have devoted myself to establishing better education and literary environment, and to promote the usage of hardware facilities. I see a better learning environment, more learning opportunities and richer learning content as the priorities of my political life. Apart from hoping that the citizens can achieve self-improvement through acquisition of knowledge, I wish to offer some of my efforts to allow our citizens gain deeper feeling towards the local community. I deeply believe that only through connecting each outstanding individual with the land where he or she lives, to care for this land and the people around can we upgrade the entire living environment.

Whether in a community, a building or a township, when the people themselves have the power and the desire to improve, a more secure, more environmentally protected, healthier, friendlier, and culturally richer future is only a step away. Therefore, in order to raise the cultural quality of Taoyuan City, I hope that not only our colleagues in the City Government Office will make efforts but our citizens will join in.
With the hard work of previous mayors and all colleagues in the City Government, Taoyuan City now has exceptional infrastructure and software to be proud of. For example, we have five municipal libraries to help our citizens pursue knowledge, a community college for life-long learning, and a Cultural Center to promote culture, etc. These have been done extremely well. Building on the foundation created by my predecessors, I will pursue the goal of making culture more refined, the content more practical and its use more extensive. I will keep promoting all kinds of construction and activities aimed towards "A beautiful Taoyuan, and a happy city."
